href=\"https:\/\/childrenshealthdefense.org\/defender_category\/covid\/\">COVID-19<\/a> vaccination rates and public health mis- and disinformation,\u201d the Rockefeller Foundation said.<\/p>\n<p>The Rockefeller Foundation and the SSRC claim the aim of the Mercury Project, whose <a href=\"https:\/\/www.ssrc.org\/programs\/the-mercury-project\/\">name is derived<\/a> from the ancient Roman god of messages and communication, is to bolster public health and safety.<\/p>\n<p>However, some critics described the project as one based on \u201c<a href=\"https:\/\/www.zerohedge.com\/covid-19\/rockefeller-foundation-wants-behavioral-scientists-come-more-convincing-covid-vax\">propaganda<\/a>\u201d aimed at \u201cnudging\u201d the unvaccinated to get vaccinated.<\/p>\n<p><strong>Creating \u2018behavioral change\u2019 by targeting schoolchildren and specific socio-economic groups<\/strong><\/p>\n<p>Behavioral change lies at the heart of the <a href=\"https:\/\/www.ssrc.org\/programs\/the-mercury-project\/\">Mercury Project<\/a>, which will issue three-year research grants to estimate \u201cthe causal impacts of mis- and disinformation on online and offline outcomes in the context of the COVID-19 pandemic,\u201d including \u201cdifferential impacts across socio-demographic groups.\u201d<\/p>\n<p>The research will include href=\"https:\/\/www.rockefellerfoundation.org\/news\/mercury-project-to-boost-covid-19-vaccination-rates-and-counter-public-health-mis-and-disinformation-in-17-countries-worldwide\/\">interventions<\/a>\u201d proffered by the Rockefeller Foundation include \u201cliteracy training for secondary school students\u201d to \u201chelp students identify COVID-19 vaccine misinformation,\u201d \u201cequipping trusted messengers with communication strategies to increase COVID-19 vaccination demand\u201d and \u201cusing social networks to share tailored, community-developed messaging to increase COVID-19 vaccination demand.\u201d<\/p>\n<p>This information will, <a href=\"https:\/\/www.rockefellerfoundation.org\/news\/mercury-project-to-boost-covid-19-vaccination-rates-and-counter-public-health-mis-and-disinformation-in-17-countries-worldwide\/\">according to<\/a> the Rockefeller Foundation, \u201cprovide evidence about what works \u2014 and doesn\u2019t \u2014 in specific places and for specific groups to increase COVID-19 vaccination take-up.\u201d<\/p>\n<p>But <a href=\"https:\/\/www.zerohedge.com\/covid-19\/rockefeller-foundation-wants-behavioral-scientists-come-more-convincing-covid-vax\">according to ZeroHedge<\/a>, the research groups funded by the Mercury Project \u201care operating with the intent to tailor vaccination narratives to fit different ethnic and political backgrounds, looking for the key to the gates of each cultural kingdom and convincing them to take the jab.\u201d<\/p>\n<p>The project uses \u201cambiguous language and mission statements\u201d to at least partially conceal the project\u2019s main purpose of \u201cusing behavioral psychology and mass psychology elements to understand the global resistance to the recent COVID compliance efforts,\u201d ZeroHedge reported.<\/p>\n<p><strong>\u2018Fabricating effective COVID propaganda\u2019 a \u2018money train\u2019 for behavioral researchers and psychologists<\/strong><\/p>\n<p>In November 2021, the Mercury Project received an initial <a href=\"https:\/\/www.rockefellerfoundation.org\/news\/mercury-project-to-boost-covid-19-vaccination-rates-and-counter-public-health-mis-and-disinformation-in-17-countries-worldwide\/\">$7.5 million in seed funding<\/a> from entities including the Rockefeller Foundation, the Robert Wood Johnson Foundation, Craig Newmark Philanthropies and the Alfred P. Sloan Foundation to apply \u201cthe principles of large-scale, team-based science to the problem of vaccination demand\u201d over a three-year period.<\/p>\n<p>As of August 2022, these <a href=\"https:\/\/www.rockefellerfoundation.org\/news\/mercury-project-to-boost-covid-19-vaccination-rates-and-counter-public-health-mis-and-disinformation-in-17-countries-worldwide\/\">entities have funded<\/a> the Mercury Project to the tune of $10.25 million.<\/p>\n<p>In June, the project received <a href=\"https:\/\/www.ssrc.org\/programs\/the-mercury-project\/nsf-mercury-project-partnership\/\">$20 million<\/a> from the National Science Foundation to <a href=\"https:\/\/www.zerohedge.com\/covid-19\/rockefeller-foundation-wants-behavioral-scientists-come-more-convincing-covid-vax\">study<\/a> \u201cinterventions to increase COVID-19 vaccination demand and other positive health behaviors.\u201d<\/p>\n<p>The SSRC\u2019s latest call for proposals, under the aegis of the Mercury Project, <a href=\"https:\/\/www.rockefellerfoundation.org\/news\/mercury-project-to-boost-covid-19-vaccination-rates-and-counter-public-health-mis-and-disinformation-in-17-countries-worldwide\/\">received<\/a> nearly 200 submissions.<\/p>\n<p>The accepted proposals come from <a href=\"https:\/\/www.rockefellerfoundation.org\/news\/mercury-project-to-boost-covid-19-vaccination-rates-and-counter-public-health-mis-and-disinformation-in-17-countries-worldwide\/\">researchers in countries<\/a> including the U.S., Canada, C\u00f4te d\u2019Ivoire, England, France, Ghana, Haiti, Kenya, India, Malawi, Mexico, Sierra Leone, Spain, Rwanda and Tanzania.<\/p>\n<p>U.S.-based researchers <a href=\"https:\/\/www.rockefellerfoundation.org\/news\/mercury-project-to-boost-covid-19-vaccination-rates-and-counter-public-health-mis-and-disinformation-in-17-countries-worldwide\/\">represent institutions<\/a> including Carnegie Mellon, Columbia, Duke, Harvard, MIT, New York University, Rutgers, St. Augustine University, Stanford, UC Berkeley, University of Southern California, the University of Chicago, the University of Pennsylvania, the University of Michigan, Vanderbilt and Yale.<\/p>\n<p>The titles of <a href=\"https:\/\/www.ssrc.org\/programs\/the-mercury-project\/mercury-project-grantees\/\">some of the projects<\/a> most recently funded by the Mercury Project include:<\/p>\n<ul>\n<li aria-level=\"1\">\u201cA tough call: Impacts of mobile technology on Covid-19 (mis)information and protective behavior decision-making.\u201d<\/li>\n<li aria-level=\"1\">\u201cBoosting boosters at scale: A megastudy to increase vaccination at scale.\u201d<\/li>\n<li aria-level=\"1\">\u201cBuilding a better toolkit (for fighting misinformation): Large collaborative project to compare misinformation interventions.\u201d<\/li>\n<li aria-level=\"1\">\u201cHarnessing influencers to counter misinformation: Scalable solutions in the Global South.\u201d<\/li>\n<li aria-level=\"1\">\u201cTargeting health misinformation networks: Network-transforming interventions for reducing the spread of health misinformation online.\u201d<\/li>\n<\/ul>\n<p>Arguing in favor of the importance of the project\u2019s research, Anna Harvey, president of the SSRC, <a href=\"https:\/\/www.rockefellerfoundation.org\/news\/mercury-project-to-boost-covid-19-vaccination-rates-and-counter-public-health-mis-and-disinformation-in-17-countries-worldwide\/\">stated<\/a>:<\/p>\n<p>\u201cWith COVID-19 prevalent and rapidly evolving everywhere, there is a pressing need to identify interventions with the potential to increase vaccination take-up.<\/p>\n<p>\u201cVaccines are only effective if they become vaccinations; vaccines are a scientific marvel but their potential is unfulfilled if they are left on the shelf.\u201d<\/p>\n<p>Describing the Mercury Project\u2019s grantees, Dr. Bruce Gellin, the Rockefeller Foundation\u2019s chief of global public health strategy, <a href=\"https:\/\/www.rockefellerfoundation.org\/news\/mercury-project-to-boost-covid-19-vaccination-rates-and-counter-public-health-mis-and-disinformation-in-17-countries-worldwide\/\">said<\/a>:<\/p>\n<p>\u201cThis initial cohort\u2019s ideas exemplify the creativity and vision behind the Mercury Project. They go far beyond quick fixes, with the goal of identifying robust, cost-effective, and meaningful solutions that can be widely adopted and scaled.<\/p>\n<p>\u201cWe hope that more, better, and science-based knowledge about what we need to do will lead to increased uptake of reliable information \u2014 and serve as a powerful counter to the effects of misinformation and disinformation on vaccine demand.\u201d<\/p>\n<p>Heather Lanthorn, the Mercury Project\u2019s program director, <a href=\"https:\/\/www.rockefellerfoundation.org\/news\/mercury-project-to-boost-covid-19-vaccination-rates-and-counter-public-health-mis-and-disinformation-in-17-countries-worldwide\/\">highlighted<\/a> the importance of leveraging communication toward achieving public health objectives:<\/p>\n<p>\u201cThe viral, vaccine, and information environments are all rapidly evolving\u2013but that doesn\u2019t mean it is impossible to make progress towards more effective and equitable responses.<\/p>\n<p>\u201cBy funding projects on the ground around the world, this work will help us understand what works where, and why, and identify new ways to harness the power of connection and communication to advance public health goals.\u201d<\/p>\n<p>ZeroHedge, however, countered that behind all the rhetoric, the <a href=\"https:\/\/www.zerohedge.com\/covid-19\/rockefeller-foundation-wants-behavioral-scientists-come-more-convincing-covid-vax\">focus<\/a> of the Mercury Project, is \u201cpropaganda, propaganda and propaganda,\u201d and \u201cthe very basis of the existence of the Mercury Project presupposes that individuals cannot be trusted to make up their own minds about the information they are exposed to.\u201d<\/p>\n<p>The expectation is that individuals \u201cmust be molded to accept the mainstream narrative,\u201d ZeroHedge said, while presupposing that \u201cmainstream or establishment information is always trustworthy and unbiased.\u201d<\/p>\n<p>\u201cFabricating effective COVID propaganda is becoming a money train for the small groups of behavioral researchers and psychologists that jump onboard,\u201d ZeroHedge added.<\/p>\n<p><strong>GAVI: 200 global \u2018nudge units\u2019 specialize in applying behavioral science to everyday life<\/strong><\/p>\n<p>The field of behavioral science \u2014 and a concept known as \u201cnudging\u201d \u2014 figured prominently during the years of the COVID-19 pandemic and were heavily utilized by governments and public health officials throughout the world to justify often stringent restrictions and countermeasures.<\/p>\n<p>Nudging was defined in a bestselling 2008 book by economist Richard H. Thaler and legal scholar Cass R. Sunstein \u2014 \u201c<a href=\"https:\/\/www.penguinrandomhouse.com\/books\/304634\/nudge-by-richard-h-thaler-and-cass-r-sunstein\/\">Nudge<\/a>: Improving Decisions About Health, Wealth, and Happiness\u201d \u2014 as something that \u201calters people\u2019s behavior in a predictable way without forbidding any options or significantly changing their economic incentives.\u201d<\/p>\n<p>Thaler and Sunstein presented nudging as a <a href=\"https:\/\/www.gavi.org\/vaccineswork\/subtle-psychology-nudging-during-pandemic\">technocratic solution<\/a> for tricky policy issues involving a perceived need to encourage, in a \u201cvoluntary manner,\u201d policies or measures that would otherwise be unpopular.<\/p>\n<p>Their work drew from a 1974 <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.185.4157.1124\">paper<\/a> by two Israeli psychologists, Daniel Kahneman and Amos Tversky, which, as explained by an <a href=\"https:\/\/www.gavi.org\/vaccineswork\/subtle-psychology-nudging-during-pandemic\">article<\/a> published by GAVI-The Vaccine Alliance, \u201cpioneered the study of mental shortcuts that humans rely on to make decisions, known as heuristics.\u201d<\/p>\n<p>As <a href=\"https:\/\/childrenshealthdefense.org\/defender\/rockefeller-foundation-reset-the-table-covid-food-shortage-crisis\/\">previously reported by The Defender<\/a>, the Rockefeller Foundation is also a <a href=\"https:\/\/vaccinealliance.org\/orgs\/rock.html\">partner and board member<\/a> and <a href=\"https:\/\/www.gavi.org\/investing-gavi\/funding\/donor-profiles\/rockefeller-foundation\">donor<\/a> to GAVI, alongside the WEF, the <a href=\"https:\/\/childrenshealthdefense.org\/defender\/bill-gates-indian-government-lawsuit-snehal-lunawat-death-astrazeneca-vaccine\/\">Bill &amp; Melinda Gates Foundation<\/a> and the Johns Hopkins Bloomberg School of Public Health, which hosted <a href=\"https:\/\/childrenshealthdefense.org\/defender\/monkeypox-gates-foundation-who-pharma-execs-monkeypox-pandemic-simulation\/\">Event 201<\/a>, which <a href=\"https:\/\/childrenshealthdefense.org\/defender\/monkeypox-gates-foundation-who-pharma-execs-monkeypox-pandemic-simulation\/\">simulated<\/a> the spread of a coronavirus just prior to the actual COVID-19 pandemic.<\/p>\n<p>In 2010, the U.K. government <a href=\"https:\/\/www.gavi.org\/vaccineswork\/subtle-psychology-nudging-during-pandemic\">established<\/a> the <a href=\"https:\/\/www.bi.team\/\">Behavioural Insights Team<\/a>, initially within the government\u2019s Cabinet Office, before it was spun off as a private company in 2014. A year later, U.S. President Barack Obama issued an <a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2015\/09\/15\/executive-order-using-behavioral-science-insights-better-serve-american\">executive order<\/a> to promote the utilization of behavioral science in federal policymaking.<\/p>\n<p><a href=\"https:\/\/www.gavi.org\/vaccineswork\/subtle-psychology-nudging-during-pandemic\">According to GAVI<\/a>, \u201cglobally, there are now more than 200 teams, or nudge units, that specialize in applying behavioral science to everyday life.\u201d<\/p>\n<p>COVID-19, and the response to it, was no exception. HRW Healthcare\u2019s Tony Jiang <a href=\"https:\/\/www.hrwhealthcare.com\/blog\/covid-19-and-behavioural-science-why-nudges-are-more-crucial-than-ever-before\/\">described nudge<\/a>s as \u201ca set of policy tools which utilize psychological insights to attempt to motivate people to adopt certain desired actions\/behaviours, without having to enforce strict laws, bans, or punishments,\u201d and as a means to \u201cmotivate people into making responsible decisions, while preserving individual liberty.\u201d<\/p>\n<p>According to Jiang, \u201cat the beginning of the pandemic, to encourage COVID-safe behaviours, behavioural nudges were the preferred policy by governments in the UK, USA, and Australia.\u201d<\/p>\n<p>According to <a href=\"https:\/\/www.gavi.org\/vaccineswork\/subtle-psychology-nudging-during-pandemic\">Jay Van Bavel<\/a>, associate professor of psychology at New York University, \u201cas COVID-19 infections grew exponentially in 2020, behavioral scientists wanted to help. Nudges presented a possible route to controlling the virus, particularly in the absence of vaccines and evidence-based treatments.\u201d<\/p>\n<p>Van Bavel, along with Sunstein and 40 other researchers, in 2020 published a <a href=\"https:\/\/www.nature.com\/articles\/s41562-020-0884-z\">paper in Nature<\/a> presenting ways in which behavioral science and nudging could contribute to efforts to combat COVID-19, including through fostering increased trust in government and fighting \u201cconspiracy theories.\u201d<\/p>\n<p>As <a href=\"https:\/\/www.gavi.org\/vaccineswork\/subtle-psychology-nudging-during-pandemic\">explained<\/a> by GAVI, \u201cas scientists learned more about how the coronavirus spread \u2026 governments knew what they wanted their citizens to do, but they still had to think carefully about how to encourage people to change their behavior. That\u2019s where nudges could help.\u201d<\/p>\n<p>This was evidenced, for instance, in a March 14, 2020, <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/873732\/07-role-of-behavioural-science-in-the-coronavirus-outbreak.pdf\">U.K. government document<\/a> published approximately two weeks before the U.K. government imposed a nationwide lockdown.<\/p>\n<p>The document presented the role that would be played by the Scientific Advisory Group for Emergencies in advising the U.K. government\u2019s response.<\/p>\n<p>The document referenced the 2009-10 swine flu pandemic and the advice the advisory group received at the time from a subgroup known as the Scientific Pandemic Influenza Group on Behaviour and Communications. This group was reconvened on Feb. 13, 2020, with an exclusive focus on behavioral psychology.<\/p>\n<p>According to the document, the group was \u201casked to provide advice aimed at anticipating and helping people adhere to interventions that are recommended by medical or epidemiological experts,\u201d concluding that the U.K. government should \u201cprovide clear and transparent reasons for the different strategies that might be taken.\u201d<\/p>\n<p>The group advised the U.K. government that \u201cin order to increase confidence in, and adherence to, the interventions should provide clear and transparent reasons for the strategies that have and have not been selected \u2026 and conduct rapid research into how best to help people adhere to the recommendations\u201d whilst suggesting \u201cbehaviours that reduce risk.\u201d<\/p>\n<p>Other studies in the 2020-2021 period also highlighted the potential role nudging and behavioral psychology could play in relation to COVID-19.<\/p>\n<p>For instance, a 2021 study showed that sending <a href=\"https:\/\/www.pnas.org\/content\/118\/20\/e2101165118\">text messages to patients<\/a> before scheduled primary care visits increased flu vaccinations by 5%, while another 2021 study found that the same strategy <a href=\"https:\/\/www.nature.com\/articles\/s41586-021-03843-2\">boosted COVID-19 vaccination<\/a> appointments by 6% and actual vaccinations by 3.6%.<\/p>\n<p>Still another 2021 <a href=\"https:\/\/www.nature.com\/articles\/s41586-021-03843-2\">study<\/a>, also published in Nature, found that \u201cbehavioural nudges increase COVID-19 vaccinations,\u201d arguing that \u201covercoming vaccine hesitancy \u2026 requires effective communication strategies\u201d and finding that \u201cinducing feelings of ownership over vaccines\u201d can help bring about an increase in vaccine uptake.<\/p>\n<p>The National Science Foundation offered <a href=\"https:\/\/www.gavi.org\/vaccineswork\/subtle-psychology-nudging-during-pandemic\">grants of $200,000<\/a> for research in this field, while the SSRC also issued a call for proposals, receiving 1,300 applications even though it had sufficient funding for only 62.<\/p>\n<p>However, as the pandemic progressed and as vaccination figures eventually plateaued, the strategy of nudging began to be called into question.<\/p>\n<p>Dena Gromet, executive director of the Behavior Change for Good Initiative at the University of Pennsylvania, said <a href=\"https:\/\/www.gavi.org\/vaccineswork\/subtle-psychology-nudging-during-pandemic\">nudging is effective<\/a> only if individuals are <a href=\"https:\/\/journals.sagepub.com\/doi\/full\/10.1177\/1745691621995183\">already inclined<\/a> to perform the action that they are being reminded or encouraged to perform.<\/p>\n<p>Nudging, as a result, was supplanted by vaccine mandates.<\/p>\n<p>Indeed, such \u201csterner measures\u201d were advocated by Richard Thaler, one of the creators of the concept of nudging. In an August 2021 <a href=\"https:\/\/www.nytimes.com\/2021\/08\/05\/business\/vaccine-pandemic-nudge-passport.html\">New York Times op-ed<\/a>, Thaler called for stricter measures for the unvaccinated, including vaccine passports and isolation \u2014 measures which he described as \u201cpushes and shoves\u201d instead of nudges.<\/p>\n<p>Two studies performed by researchers at King\u2019s College London also cast doubt on the <a href=\"https:\/\/www.kcl.ac.uk\/policy-institute\/research-analysis\/the-use-of-nudges-during-the-covid-19-crisis\">effectiveness of nudging<\/a> to change behaviors and attitudes in relation to COVID-19.<\/p>\n<p>Notably, the dedicated <a href=\"https:\/\/www.bi.team\/our-work\/covid-19\/\">COVID-19 page<\/a> on the website of the Behavioral Insights Team, which had played such a key role in advising the U.K. government on its COVID-19-related countermeasures early in the pandemic, has not featured a new posting since April 28, 2021.<\/p>\n<p>However, some believe there still remains a role for nudging as the world enters a \u201cnew phase\u201d of the COVID-19 pandemic. Tony Jiang argued that \u201cas mandates relax, a greater reliance on <a href=\"https:\/\/www.hrwhealthcare.com\/blog\/covid-19-and-behavioural-science-why-nudges-are-more-crucial-than-ever-before\/\">individual compliance<\/a> is required if we are to prevent mass-outbreaks in the future.\u201d<\/p>\n<p>\u201cThis makes the role of nudges and behavioural science ever more crucial,\u201d he said, suggesting that going forward, nudges can be utilized to encourage mask-wearing, vaccinations and boosters.<\/p>\n<p>Jiang proffered suggestions such as personalized masks that \u201ccan be more fashionable,\u201d and for vaccinations, the potential role of \u201cdefaults,\u201d where \u201cpeople are automatically enrolled to receive a booster and must deliberately cancel the scheduled appointment if they do not wish to receive it.\u201d<\/p>\n<\/div>\n<div class=\"defender-home-signup-bar background-blue noprint\">\n<h2 class=\"defender-home-heading\">Subscribe to The Defender &#8211;
