, opens new tab<\/a>, a University of Alaska Fairbanks program that was managed by the U.S. military between 1990-2014, uses high-frequency equipment to study the upper atmosphere.<\/strong> Conspiracy theories about HAARP \u2013 formally called the High-frequency Active Auroral Research Program \u2013 accuse governments of using the program to secretly alter the weather or tie the program to natural disasters<\/a>.<\/div>\n
A spokesperson for HAARP told Reuters: “HAARP can\u2019t create, modify or manipulate a hurricane.\u201d<\/strong><\/div>\n

Howard Diamond, a director at NOAA’s Air Resources Laboratory, said in an email that HAARP has \u201cabsolutely no connection to the formation of hurricanes like Helene or Milton.\u201d<\/div>\n
\u201cNeither HAARP nor any facility can affect hurricanes … and there is no technology that humans have that can either create, destroy, modify, intensify, or steer hurricanes in any way, shape, or form,\u201d he added.<\/div>\n

, opens new tab<\/a> and captioned as Biden’s \u201cpre-hurricane message,\u201d the U.S. president is heard saying, \u201cA vital part of preparing for hurricane season is to get vaccinated now.\u201d Biden\u2019s comments were previously<\/a> shared without context to suggest he believes that a vaccination will protect against hurricanes.<\/div>\n
The president\u2019s comments, however, can be traced to a 2021 briefing when he urged Americans in hurricane-prone states to get vaccinated against COVID-19 to protect themselves in case they have to evacuate their homes.<\/div>\n
