Triumph for the E.U., But Worrying for Democracy<\/em><\/strong><\/p>\n\n\n\n<p><em>Last June, in the picturesque lake \nregion of Prespes, Greece and Macedonia seemed to set aside decades of \nhostility, as leaders from both countries signed an accord to rename the\n former Yugoslav republic. Under that eponymous agreement, signed in the\n presence of European and U.N. officials, Macedonia will become the \nRepublic of North Macedonia. And now, after six months of trying to \nsecure approval by both parliaments, a deal to resolve one of the most \nintractable \u2014 and to many outside observers incomprehensible \u2014 bilateral\n disputes in the Balkans is close to fruition.<\/em><\/p>\n\n\n\n<p><em>After Macedonia enacted all necessary\n changes in its constitution, the Prespes deal is now very close to \nratification by Greece as well, with Greek Prime Minister Alexis Tsipras\n winning a vote of confidence in Athens on Jan. 16 \u2014 called because of \ndisagreements in his coalition over the agreement. The name-change deal \nis now expected to be ratified by Greece later this week, which will \npave the way for North Macedonia\u2019s entry to NATO and the start of \nnegotiations to discuss it joining the European Union.<\/em><\/p>\n\n\n\n<p><em>After the disintegration of \nYugoslavia in 1991, Greece\u2019s northern neighbor took the name \n\u201cMacedonia\u201d\u2014but Athens refused to recognize it, saying it gave \nlegitimacy to territorial claims over the northern Greek province of \nMacedonia. (The U.N. calls it \u201cthe former Yugoslav Republic of \nMacedonia.\u201d) The dispute has led Athens to repeatedly block its \nneighbor\u2019s attempts to join NATO and the E.U., a cause of concern for \nEuropean leaders who want to strengthen those alliances in the face of \nRussian aggression.<\/em><\/p>\n\n\n\n<p><em>Even though the dispute between the \ntwo countries is centered on the legal question of the official name of a\n country, it touches upon emotional issues of history and identity in \nboth countries. For the citizens of what will soon be \u201cNorth Macedonia,\u201d\n the term \u201cMacedonia\u201d is a marker of their distinct national identity in\n the Balkans. For Greeks on the other hand, Macedonia is intertwined \nwith important periods and personalities in a historical narrative that \nextends back to ancient times. Under the weight of still vivid memories \nof conflict and war during the 20th century, the two nations have found \nit impossible to reconcile on a jointly agreed understanding and use of \nthe word \u2018Macedonia\u2019\u2014until last summer. And still, the leaders of both \ncountries have come up against deeply entrenched nationalist attitudes.<\/em><\/p>\n\n\n\n<p><em>The E.U. has supported the agreement \nthroughout all the stages of its negotiation, signing and ratification. \nFor the E.U., the Prespes deal represents all that is good about \nmultilateralism and the rules-based international order at a time when \nthese values are under attack by nationalism and populism in Europe, and\n by President Donald Trump and Russia further afield. It clears a \nstumbling block in its enlargement to the Western Balkans and puts back \non track its project of transforming this region by enmeshing it in its \ninstitutional and legal order. For the E.U. the Prespes agreement then \nis both a geopolitical victory and a vindication of its vision of how \ninternational politics should work.<\/em><\/p>\n\n\n\n<p><em><strong>But there are three problems with this narrative.<\/strong><\/em><\/p>\n\n\n\n<p><em><strong>Due political process<\/strong><\/em><\/p>\n\n\n\n<p><em>The E.U. has chosen to ignore \nproblematic aspects of a ratification process that has challenged \nconstitutional norms and rule of law principles in both Macedonia and \nGreece. Because both Tsipras and Macedonian Prime Minister Zoran Zaev \nhave razor-thin majorities in their parliaments, pushing through the \ndeal in both countries has required political bargaining that has pushed\n the limits of legality.<\/em><\/p>\n\n\n\n<p><em>In Macedonia, Zaev, who lacked the \ntwo-thirds majority in parliament to change Macedonia\u2019s constitution, \nused both threats of judicial prosecutions for corruption and a \nquestionable law of partial amnesty to induce opposition lawmakers to \nvote for his constitutional amendments. Opposition MPs in Skopje were \nreportedly under immense pressure by both supporters and opponents of \nPrespes, including foreign governments, to vote accordingly. Each side \nhas accused the other of threatening physical violence or promising \nbribes.<\/em><\/p>\n\n\n\n<p><em>In Athens, the situation is even more\n convoluted. Tsipras\u2019s government survived the vote of no confidence in \norder to ratify Prespes, but its minuscule majority relies on some \nopponents of the deal, who were lured with the promise of government \njobs. Instead, Tsipras expects to ratify the agreement this week by \npeeling off MPs from smaller opposition parties, potentially to be \nrewarded with inclusion in the electoral lists of his party in \nforthcoming elections. Tsipras has already been accused by the \nopposition in recent months for undue meddling in the judiciary, media \nand the army. Now, his patching up of ad hoc majorities for different \nvotes in parliament has challenged norms of parliamentary and \nconstitutional procedure and contributed to the further mistrust of the \npolitical systems by Greek citizens.<\/em><\/p>\n\n\n\n<p><em>For the E.U., concerns over rule of \nlaw and due political process should be taken seriously\u2014particularly at a\n time when many of its member-states struggle with authoritarianism and \nilliberalism. Meanwhile, all Balkan states that the E.U. hopes to \nwelcome one day continue suffer from persistent problems of corruption \nand strongman politics. In a world defined by the struggle between \nliberal democracy and populism, process matters as much as content. In \nGreece all opinion polling shows a strong popular majority against the \ndeal.<\/em><\/p>\n\n\n\n<p><em>Protestors have staged massive \ndemonstrations against the deal, including one on Sunday that was \ndispersed forcefully by police and that produced images reminiscent of \nthe darkest days of the Eurozone crisis and the violent anti-austerity \ndemonstrations in Athens. Just a few months before a European Parliament\n election where populists are expected to score gains, the E.U. seems \nyet again to be presenting itself as a bureaucracy bent on ignoring \npopular reactions and the sovereignty of weaker states.<\/em><\/p>\n\n\n\n<p><em><strong>Reigniting tensions<\/strong><\/em><\/p>\n\n\n\n<p><em>Finally, even the geopolitical goal \nof stabilization of the region is endangered by the deal, precisely \nbecause the political mix in Greece and Macedonia is so volatile. In \nMacedonia the name-change is supported by a coalition of a minority of \nthe dominant Slav-Macedonian ethnic group and Macedonia\u2019s ethnic \nAlbanian minority, while it is opposed by the majority of \nSlav-Macedonians. In other words, the deal pits a coalition of \nminorities against a majority of the majority. Such an arrangement is \nbound to reignite ethnic tensions and increase political polarization in\n Macedonia\u2014the exact opposite of the E.U.\u2019s intention.<\/em><\/p>\n\n\n\n<p><em>In Greece, on the other hand, Prespes\n tarnishes public perception of the E.U., interrupting a period of slow \nand painful rehabilitation after the Eurozone crisis of 2010-15. In a \ncountry still scarred by the economic crisis and always susceptible to \npopulist relapses, the rekindling of nationalism by an E.U.-sponsored \ndeal runs against the E.U.\u2019s interest of stability in a Eurozone \nmember-state.<\/em><\/p>\n\n\n\n<p><em>The E.U.\u2019s support for the Prespes  agreement flows from admirable ideals of European integration. But it is  also another example of a bureaucratized mode of governing that often  ignores political realities and popular sensibilities. Most of all, it  reflects a self-congratulatory attitude that views E.U. accession and  membership as a cure-all for complex ethnic, economic and social  problems, but also tolerates bargains with questionable national elites  and turns a blind eye to their methods as long as they achieve pro-E.U.  results on the ground.
